I have read this document and find it very good. Please forward it to Comrade ×× for his consideration as to whether it should be circulated to the provincial, municipal, and regional Party committees for study. On the issue of agricultural mechanization, each province, municipality, and region should, on the basis of self-reliance, draw up a five-, seven-, or ten-year plan; start with a small number of pilot projects, gradually expand them; and over a period of twenty-five years basically achieve agricultural mechanization. As for the period after those twenty-five years, that will be an ongoing process with no fixed endpoint. By then, the way we frame the task will likely be different—perhaps by formulating another twenty-five-year plan building on the foundation laid during the previous quarter-century. For now, however, our priority is to make solid progress over the next fifteen years beginning this year. Ten of those fifteen years have already passed, and during that decade our efforts were not particularly effective.
