Luo’s ideas are far removed from ours. Comrade Lin Biao has commanded troops for decades; can it be that he still does not understand what constitutes military affairs and what constitutes politics? Troops who have undergone only a few months of military training are capable of going into battle, yet in the past our campaigns were always political in nature. We must restore Lin Biao’s principle of giving priority to politics. Luo treats Comrade Lin Biao in practice as an enemy. Since becoming Chief of the General Staff, Luo has never once reported to me on his work in a separate briefing. Luo shows no respect for the other marshals, and he has repeated Peng Dehuai’s mistake. On the Gao Gang–Rao Shushi issue, Luo was in fact drawn into the affair. He acts arbitrarily and unilaterally; he is an ambitious schemer. Anyone who engages in intrigue invariably seeks to rally a small group around him.
