This comment was written on Issue No. 365 of the “Situation Briefing,” compiled and printed by the General Office of the CPC Central Committee on October 30, 1965. The briefing stated:
I. According to incomplete statistics, in the second batch of cities across 27 provinces, municipalities, and autonomous regions (excluding Tibet) where the “Four Cleansings” campaign was launched, there were more than 16,100 units involved, employing over 6,955,000 workers—approximately 30 percent of the nation’s total workforce. II. A total of over 282,000 personnel formed the work teams participating in the second wave of the urban “Four Cleansings” campaign. The ratio of veteran to new team members varied: in some areas veterans accounted for 40 to 50 percent, while in others they made up only about 20 percent. As for the ratio of work-team members to participating workers, statistics from two major regions showed that it was 1:20 in Central-South China and 1:26 in Northeast China. The briefing also included a list of leading officials from several central bureaus and provincial, municipal, and regional party committees who were stationed at specific sites to oversee the campaign.
