Remarks Made During the Audience with the Delegation of the Albanian Ministry of Internal Affairs

Our work has its shortcomings and mistakes. Take the labor reform system, for example: it still has flaws. The main issue is not so much that of counter-revolutionaries; rather, it stems from the relatively low political level of our cadres. The fundamental orientation of labor reform farms should be to rehabilitate inmates, with ideological education taking priority. The scale of industrial and agricultural output, or whether they turn a profit, comes second. In the past, however, many places reversed this order, placing technical operations first and ideological work second—indeed, ideological struggle was often very weak. If we were to carry out appropriate ideological transformation among counter-revolutionaries and criminal offenders, then even without pressing too hard on production (industry and agriculture), those activities could still achieve good results. Nevertheless, this problem has yet to be fully resolved.
