Bucharest
Comrade Nicolae Ceauşescu, General Secretary of the Central Committee of the Romanian Communist Party,
Comrade Chivu Stoica, President of the State Council of the Socialist Republic of Romania,
Comrade Ion Gheorghe Maurer, President of the Council of Ministers of the Socialist Republic of Romania:

On the occasion of the 21st anniversary of Romania’s liberation, we extend, on behalf of the Chinese people, the Chinese Communist Party, and the Government of the People’s Republic of China, warm congratulations to the Romanian people, the Romanian Communist Party, and the Government of the Socialist Republic of Romania.

Under the leadership of the Romanian Communist Party and the Romanian Government, the Romanian people, adhering to an independent and self-reliant policy, have with soaring enthusiasm, unity, and hard work achieved significant accomplishments in industry, agriculture, science, and culture. Recently, the Five-Year Plan and the Ten-Year Electrification Plan for the further prosperity of Romania, adopted at the Ninth Congress of the Romanian Communist Party, have unfolded brilliant prospects for Romania’s development. We are deeply convinced that the Romanian people, in carrying out the new grand plans for socialist construction, will surely achieve even greater successes and march from victory to victory.

The Socialist Republic of Romania and the Romanian people have made important contributions in opposing the aggressive and war policies of U.S. imperialism, supporting the liberation struggles of the peoples of various countries, and safeguarding world peace. The Romanian Communist Party and the Romanian Government have made tremendous efforts to uphold the unity of the socialist camp and defend the norms governing relations among fraternal parties and fraternal countries.

The friendship between the Chinese and Romanian peoples is a militant friendship founded on Marxism-Leninism and proletarian internationalism. The relations between our two countries conform to the norms governing mutual relations among fraternal socialist countries—relations of mutual respect for independence and sovereignty, equality, mutual support, and mutual assistance. We are pleased to see that the cooperation between our two countries in the political, economic, cultural, and scientific-technical fields has undergone further development. We are deeply convinced that the militant friendship between the Chinese and Romanian parties and peoples, as well as the friendly and cooperative relations between our two countries, will surely be increasingly consolidated and developed.
