The Chairman said: All under heaven is at peace—very good. All under heaven in great chaos—that is not necessarily a bad thing. Chaos (meaning war) has its great advantages. For example, our Party has experienced twenty-five years of war (the Sino-Indian border war not counted among them), and did we not emerge victorious in all of them?

[I] Refers to the transcript of Public Security Minister Xie Fuzhi’s speech at the 14th National Public Security Conference on June 11, 1965, and the report of the Ministry of Public Security Party Group on July 9, 1965, concerning the 14th Public Security Conference. In his speech, Xie Fuzhi set forth his views and opinions on the following four questions: 1. Relying on the masses for dictatorship, making fewer arrests, and not passing contradictions upward; 2. Public security work and preparation for war; 3. The question of churches and reactionary secret societies; 4. The "Four Clean-ups" and political work within the public security ranks. The report of the Ministry of Public Security Party Group raised several specific questions requiring formal central approval: 1. The question of controls on arrests, detentions, and re-education through labor; 2. The question of strengthening reform work; 3. Several questions concerning the building up of the people’s police force.


The first item in this document consists of comments written by Mao Zedong on a letter from Xie Fuzhi dated June 28, 1965, submitting the transcript of his speech at the 14th National Public Security Conference for review. The second item consists of comments written by Mao Zedong on a letter from Xie Fuzhi dated July 10, 1965, to Peng Zhen, Secretary of the Central Secretariat, submitting a draft notice for central transmission of the two documents from the 14th Public Security Conference. The third item consists of Mao Zedong’s revision of a passage in the second question, “Strengthening reform work,” of the Ministry of Public Security Party Group’s report. The fourth item consists of Mao Zedong’s revision of a passage in the second question, “Preparation for war,” of the transcript of Xie Fuzhi’s speech.


One refers to the transcript of Xie Fuzhi’s speech at the 14th National Public Security Conference, the other to materials compiled by the Office of the Central Air Defense Committee on the mobilization of the masses in Nanning, Gejiu, and Zhanjiang to dig air-raid shelters, which achieved very good results.
