Refers to “On the Acquisition, Distribution, and Strategic Reserve of Cotton,” published in No. 58 of the “Summary of Documents and Telegrams” compiled and printed by the Confidential Office of the General Office of the CPC Central Committee on April 18, 1965. The briefing stated that the Party Leadership Group of the All-China Federation of Supply and Marketing Cooperatives reported: Building upon last year’s bumper harvest, cotton production in 1964 achieved another substantial increase. It is expected that 31 million dan will be purchased, an increase of 10 million dan over 1963, surpassing the 1957 level of 27 million dan. With the increased procurement of cotton, the supply situation is relatively favorable. This year, 24.38 million dan of cotton has been allocated for spinning, sufficient to produce 6.3 million pieces of yarn, a rise of 41 percent compared with the previous year. On average, each person will receive 4.9 liang of cotton batting, two liang more than in the previous year.
In addition to the national reserve of 2 million dan, the circulating inventory has been increased by 2.1 million dan beyond the original plan. It is proposed to set aside 2 million dan from the 1964 crop as a strategic reserve, and another 1 million dan from the 1965 crop is also earmarked for the same purpose, with instructions to have the entire quantity stored by the end of 1965.
