When carrying out the Four Cleansings, we must strengthen the militia. The first step is to establish a solid organizational structure. Are there squad leaders and platoon commanders? Has the militia been properly organized? The key question is whether such an organization exists at all. Once that is in place, we should focus on political education. We should not recruit from among landlords, rich peasants, counter-revolutionaries, or bad elements; instead, we should prioritize poor and lower-middle peasants. Middle-peasant youth who are politically progressive may also be admitted. Even the children of landlords and rich peasants can be included if they have shown genuine progress. When actual fighting breaks out, they will inevitably split: some will join the local collaborationist councils, raise white flags, and turn against the Communists; others will stand with us. Similarly, landlords, rich peasants, and capitalists will not all rally to the enemy; they too will be divided. Our task is to win over the majority, isolate the minority, and defeat them one by one.

As for the militia, the priorities are: first, organization; second, political education; third, military training.
