Dear Comrades:

We are pleased to learn that Comrade Nicolae Ceaușescu has been elected First Secretary of the Central Committee of the Romanian Workers' Party, Comrade Chivu Stoica has been elected Chairman of the State Council of the Romanian People's Republic, and Comrade Ion Gheorghe Maurer has been elected Chairman of the Council of Ministers. On behalf of the Communist Party of China, the Standing Committee of the National People's Congress of the People's Republic of China, the Government of the People's Republic of China, and the Chinese people, and in our own names, we extend our warm congratulations to you.

Under the leadership of the Romanian Workers' Party, the great and brave Romanian people have adhered to building socialism independently and self-reliantly and have achieved great accomplishments. The Romanian people have made important contributions to the cause of opposing great-power chauvinism, safeguarding the unity of the socialist camp and the international communist movement, opposing imperialism, and defending world peace. The Romanian people have reason to be proud of this. We wish the fraternal Romanian people continuous new and greater victories on all fronts in the future under the leadership of the glorious Romanian Workers' Party.

The Chinese and Romanian peoples are brothers and comrades-in-arms. We firmly believe that the friendship and unity between our two parties and two peoples will surely be further consolidated and developed on the basis of Marxism-Leninism and proletarian internationalism.
