Refers to the report of 23 February 1965 by Lü Dong, Minister of the Metallurgical Industry, and Xu Chi, Vice Minister, to Bo Yibo, Vice Premier of the State Council and concurrently Director of the State Economic Commission, on the construction of the Panzhihua Iron and Steel Complex. The report states: Since the meeting on the 9th of this month decided to establish the Panzhihua Command Headquarters, we have carried out the following work: 1. The cadre team for the Command Headquarters is being assembled and arranged through consultation. 2. The 35 items of large-scale equipment required for the Panzhihua Iron and Steel Complex have been studied and agreed upon with the First Ministry of Machine Building. 3. Relevant ministries have been organized to proceed to Panzhihua for on-site design; all ministries have agreed, and the first group of design personnel can arrive at the Panzhihua site in early March. 4. Construction forces are being arranged and confirmed. 5. The smelting tests for the Panzhihua vanadium-titanium iron ore are proceeding smoothly. 6. The list of equipment to be imported from abroad has been submitted to the relevant departments. 7. The lists of construction equipment and maintenance equipment that need to be successively brought into the construction site have been put forward. Judging from the current situation, the construction progress of the Panzhihua Iron and Steel Complex may be advanced by one to two years.
