This comment is written on the report of the Propaganda Department of the CPC Central Committee, dated 16 February 1965, to the Secretariat of the Central Committee concerning the publication of *A Collection of Chiang Kai-shek’s Speeches and Writings*. The report states that the editing of Chiang Kai-shek’s speeches and writings was planned by Zhonghua Book Company in 1961, and a preliminary draft was drawn up in 1963. However, this preliminary draft only selected representative speeches and writings of Chiang Kai-shek, and most of them were excerpts; the materials collected were far from complete, hence the publication was long delayed. Recently, in accordance with the Chairman’s instructions, we have made new arrangements for the publication of Chiang Kai-shek’s speeches and writings, planning to edit and publish a complete collection, the main purpose being to provide a relatively systematic and comprehensive body of negative material. The plan for editing and publication is as follows: 1. The title of the book is to be set as *A Collection of Chiang Kai-shek’s Speeches and Writings*, arranged in chronological order and published in volumes. 2. The edition should generally be based on the earliest available version. For individual passages that are difficult to understand, brief explanatory notes or annotations may be added as appropriate. 3. This collection is to be jointly edited by Zhonghua Book Company and the People’s Publishing House, and published under the name of Zhonghua Book Company. Upon publication, a preface shall be written to explain the purpose of the publication. The plan is to complete publication of all volumes by the end of this year. 4. Each volume is to be printed in 5,000 copies, with controlled distribution. It is to be distributed mainly to relevant leading organs and research workers.
