To properly handle the relationship between team leaders and worker masses within enterprises, the following points must be observed:
1. During the campaign, team leaders should be wholeheartedly and patiently assisted in raising their political awareness and work capabilities, consciously overcoming shortcomings and mistakes, and improving their style of work and methods. For those team leaders about whom there are relatively many complaints from the workers, appropriate measures such as holding small heart-to-heart meetings or democratic conferences with the worker masses can be taken at suitable stages of the campaign to conduct criticism and self-criticism, thereby eliminating estrangement and strengthening unity.

2. Team leaders must earnestly participate in labor and under no circumstances should they be detached from production. Suitable production posts should be clearly designated, along with reasonable working hours and output quotas.

3. In the future, regarding team leaders, combined with improvements in leadership methods and management systems, regular democratic elections should be gradually implemented; after being elected, they will be appointed by administrative leaders, and may be re-elected for successive terms. The “Four Great Democracies” (political democracy, production democracy, financial democracy, and military democracy) should be practiced within work teams. At the same time, worker masses should be educated to observe labor discipline and obey production directives. However, no pretext shall be used to persecute the worker masses.

4. As for the very few bad elements among team leaders—feudal bosses who have not been reformed and degenerate elements—appropriate criticism and struggle should be carried out, with differentiated treatment based on specific circumstances.

5. During this campaign, leaders at all levels must guide the masses to concentrate on resolving major right-and-wrong issues such as the question of two paths, and should not engage in frivolous pursuit of personal relationships between men and women, let alone bring such matters up for struggle at mass meetings. Concerning the crimes committed by a small number of bullies, hooligans, and other bad elements who have raped women and wives of servicemen, these cases should be handled individually or punished by judicial organs in accordance with the law.
