This comment was written on Li Fuchun’s report of January 6, 1965, to Mao Zedong and the Standing Committee of the Political Bureau on how to revolutionize planning work and formulate long-term plans. The report stated: On the mornings of December 26 and 27, 1964, Comrades Bo Yibo, Li Xiannian, Yu Qiuli, and I invited a dozen or so comrades from various central bureaus to discuss together the issues of how to revolutionize planning work and formulate long-term plans. I conveyed the recent criticisms of planning work made by the Chairman and Comrade Shaoqi, and at the same time reviewed the major errors and ideological work style in the past work of the Planning Commission, and offered some opinions on the question of how to revolutionize planning. The comrades from the central bureaus focused on the following issues: 1. To revolutionize planning work, in addition to rotating some personnel at all levels of planning commissions, the most important thing is to sum up experience and improve ideological work style, bring into play people’s positive factors, and tap the potential of industrial and agricultural production. 2. Rules, regulations, and management systems must be reformed. Through discussion, the following was jointly agreed upon: (1) The focus of the Third Five-Year Plan and the fifteen-year long-range plan is to prepare for war, rely on the first and second lines, strive to build the third line, build the national defense industry, and build rear areas for each province. In agriculture, first, rely on the spirit of Dazhai, focus on what yields quick results; second, focus on agriculture in the third line. (2) The revolution in planning work must follow the mass line and encourage everyone to create experience. Any experience created by various localities and departments in various management systems, as long as it conforms to objective economic laws, must be seriously summed up, boldly advocated, and popularized. (3) A preliminary agreement was reached on the division of labor between the central and local authorities in economic and planning work.
