I have finished reading the first part and made some revisions—thirteen in all—mainly by altering certain phrases that might alarm foreigners and are unnecessary. Please consider and decide accordingly.

This document consists of two parts: the first is a note written by Mao Zedong on a letter from Premier Zhou Enlai dated December 27, 1964, concerning the submission of the third draft abstract of the Government Work Report; the second is a note by Mao Zedong on the last two sections of the same draft. The Government Work Report (abstract) was published in the People’s Daily on December 31, 1964.

Refers to the section “Achievements of the National Economy and Future Construction Tasks” in the abstract of the Government Work Report.

The main revision to the first part was to change the sentence “We already have a group of world-class scientists and engineers, and some of our research results have reached or are approaching the world’s advanced level” to “We already have a group of first-rate scientists and engineers, and some of our research results can now be regarded as being at an advanced level.”

As for the remaining sections, I will review them tonight and submit them later.
To the Premier:
I have read the last two sections and have no objections. They may be issued as they stand.
