This comment was written on the document “The Situation and Problems Regarding the Placement of Retired Cadres Who Have Left Their Posts for Rest,” which appeared in Issue No. 65 of the Political Work Briefing, compiled and printed on November 25, 1964, by the Office of the Director of the General Political Department of the People’s Liberation Army of China. The document states that since the General Political Department issued the “Notice on Properly Arranging for Elderly and Frail Cadres” in December 1962, party committees at all levels have been quite diligent in reviewing and arranging placements for some elderly and infirm cadres who have retired from active service. At present, two main problems remain in this work: First, many of the retired cadres still have unresolved ideological issues. Second, housing arrangements for these retired cadres have yet to be finalized in most cases.

Liu refers to Liu Shaoqi. Zhou refers to Zhou Enlai. Deng refers to Deng Xiaoping, who at that time served as General Secretary of the CPC Central Committee. Peng refers to Peng Zhen, then a member of the CPC Central Politburo and a secretary of the CPC Central Secretariat. He refers to He Long, then a member of the CPC Central Politburo and vice chairman of the Central Military Commission, who was responsible for the day-to-day operations of the Commission.
