This comment was written on "Ministry of Foreign Affairs Incoming Telegram" Wai Shou (64) Xu No. 942. This issue of "Ministry of Foreign Affairs Incoming Telegram" published the telegram sent by Chen Jiakang, Chinese Ambassador to the United Arab Republic, to the Ministry of Foreign Affairs on November 26, 1964. The telegram said that due to the collusion of U.S. imperialism with the reactionary Belgian government, which together with the Tshombe clique's troops occupied Stanleyville on the 24th, the situation in Congo (Léopoldville) has once again become tense, and African countries and peoples are extremely furious at the U.S. and Belgian intervention. The statement of our government broadcast at 10 o'clock this evening has already expressed willingness to support the struggle of the Congolese people together with African countries. For this reason, we suggest: 1. Swiftly take action to strengthen contact with friendly African countries. 2. It seems a positive reply can be given to Soumialot's request for military aid. 3. To build momentum, it seems consideration can be given to holding a mass rally in Beijing to support the Congolese people in opposing U.S. imperialist aggression. Liu refers to Liu Shaoqi. Zhou refers to Zhou Enlai. Peng refers to Peng Zhen, then a member of the Political Bureau and a secretary of the Secretariat of the CPC Central Committee. Deng refers to Deng Xiaoping, then General Secretary of the CPC Central Committee.

This mass meeting was held on November 29 at Tiananmen Square in Beijing, with more than 700,000 people from all circles of the capital participating. Mao Zedong and other Party and state leaders attended the meeting.
