Liu Ningyi, Vice Minister of the International Department of the CPC Central Committee and Vice President of the Sino-Soviet Friendship Association, delivered a speech at the Beijing rally celebrating the forty-seventh anniversary of the October Revolution on November 6, 1964. The speech was published in the People’s Daily on November 7, 1964.

Document I consists of Mao Zedong’s comments on a draft of Liu Ningyi’s speech submitted for review by Wu Lengxi, President of Xinhua News Agency and Editor-in-Chief of the People’s Daily, on November 5, 1964. Document II contains Mao’s comment on the phrase “The era we live in is one in which the Eastern Wind prevails over the Western Wind”; he crossed out this sentence. Document III shows Mao’s revisions to the speech manuscript, with text typeset in Song typeface indicating additions made by Mao.

The United States has just held its presidential election, in which Johnson was re-elected. During the campaign,
there was
a claim that Democratic candidate Johnson represented peace, while Republican Goldwater stood for war, and that the two pursued fundamentally different policies. We cannot agree with this assertion. The U.S. two-party system and presidential elections have always been nothing more than a trick used by the American monopoly bourgeoisie to deceive the people.
