Telegram of Congratulations from Mao Zedong et al. on the Forty-Seventh Anniversary of the October Socialist Revolution (November 5, 1964) To Comrade L. I. Brezhnev, First Secretary of the Central Committee of the Communist Party of the Soviet Union, in Moscow; to Comrade A. I. Mikoyan, Chairman of the Presidium of the Supreme Soviet of the USSR; and to Comrade A. N. Kosygin, Chairman of the Council of Ministers of the USSR: Dear Comrades: On the occasion of the forty-seventh anniversary of the Great October Socialist Revolution, on behalf of the Chinese people, the Communist Party of China, and the Government of the People’s Republic of China, we extend to you, and through you to the fraternal Soviet people, the Communist Party of the Soviet Union, and the Government of the Soviet Union, our most sincere and warmest congratulations. The October Socialist Revolution, which triumphed under the leadership of the great Lenin and the glorious Bolshevik Party, is one of the greatest revolutions in human history. It altered the course of world history as a whole and marked a distinct epoch in that history.

For forty-seven years, the proletariat of the entire world and all oppressed peoples and nations, guided by the radiant banner of the October Revolution, have advanced victoriously along the path to complete liberation. Today, the mighty tide of the struggle of the peoples for world peace, national liberation, people’s democracy, and socialism is fiercely sweeping away the last vestiges of imperialist and reactionary rule, rapidly transforming the face of the globe.

Since the victory of the October Revolution, the great Soviet people, under the leadership of the Communist Party of the Soviet Union, have waged a heroic, indomitable, and arduous struggle to build and defend the world’s first state of proletarian dictatorship—the socialist Soviet Union—achieving brilliant successes in socialist construction and the great Victory in the Great Patriotic War. In a relatively short span of time, the Soviet people have transformed a poor and backward Russia into an advanced, powerful socialist state and have left the Western countries far behind in the conquest of outer space. This fully demonstrates the immense creative power of the Soviet people and the incomparable superiority of the socialist system.

The Chinese people rejoice at the tremendous achievements of the fraternal Soviet people and firmly believe that no force in the world can prevent the heroic Soviet people from attaining new victories and making new contributions in their noble cause of building and defending their motherland, opposing imperialist aggression, and safeguarding world peace.

The Chinese people have always regarded the Chinese revolution as a continuation of the October Revolution. The Chinese people sincerely hope that the Communist Parties of China and the Soviet Union, the two states, and the two great peoples will, on the basis of Marxism-Leninism and proletarian internationalism, and in accordance with the revolutionary principles set forth in the 1957 Declaration and the 1960 Statement, stand closely united against our common enemies and advance our common cause. The stronger our unity, the greater the joy of the revolutionary peoples of the world and the more terrified our enemies will be. Let imperialism, headed by the United States, tremble before our firm unity!

Long live the Great October Socialist Revolution!

Long live the eternal, unbreakable friendship between the peoples of China and the Soviet Union!
