To His Excellency Ahmed Ben Bella,
President of the People’s Democratic Republic of Algeria and General Secretary of the National Liberation Front of Algeria,

and to His Excellency Hadj Ben Yebba,
Speaker of the People’s National Assembly of the People’s Democratic Republic of Algeria:

On the occasion of the tenth anniversary of the Algerian Revolution, on behalf of the Chinese people, the Communist Party of China, and the Government of the People’s Republic of China, as well as in our own names, we extend to you, to the Algerian people, to the National Liberation Front of Algeria, and to the Government of the People’s Democratic Republic of Algeria, our warmest congratulations.

On November 1, 1954, the heroic Algerian people launched a revolutionary armed uprising, thereby inaugurating a new era in Algeria’s national liberation struggle. After a long, arduous, and extraordinary armed struggle, the Algerian people ultimately achieved victory and established the People’s Democratic Republic of Algeria.

Algeria’s independence is a momentous event in the contemporary African national liberation movement. It has set a shining example for the peoples of Africa and all oppressed nations and peoples throughout the world—a model of courage in struggle and determination to achieve victory. Since gaining independence, the hardworking and courageous Algerian people, under the leadership of President Ahmed Ben Bella and the National Liberation Front of Algeria, have continued to advance the revolution, making outstanding achievements in consolidating national independence, eradicating the remnants of colonialism and domestic reactionary forces, and developing the national economy and culture.

In the international arena, the People’s Democratic Republic of Algeria has actively supported the national liberation struggles of Asia, Africa, and Latin America, and has made significant contributions to strengthening Arab unity, African unity, Afro-Asian solidarity, and the maintenance of world peace. The Chinese people are overjoyed at every achievement attained by our brotherly Algerian people and sincerely wish them new victories in their future struggles.

The peoples of China and Algeria have forged a close, combatant friendship through their long years of revolutionary struggle. Our two countries’ friendly relations of cooperation are steadily growing. The Chinese people and our brotherly Algerian people will forever stand together, advancing side by side and striving jointly against imperialism, both old and new colonialism, and for the preservation of world peace. Long live the great fraternal friendship between the peoples of China and Algeria!
