Here, it must be pointed out that we still have shortcomings, mistakes, and difficulties. The more achievements our work attains, the more we should pay attention to examining these shortcomings and errors; the smoother our cause progresses, the more we need to recognize the difficulties lying ahead. At present, in industry, transportation, agriculture, commerce, culture and education, military affairs, government work, and Party work, although great successes have been made in all these areas, there still remain numerous shortcomings, mistakes, and difficulties. In fact, such shortcomings, mistakes, and difficulties arise every year and every month. Once the old ones are overcome, new ones will inevitably emerge, and we must strive to surmount them as well. Comrade Mao Zedong often reminds us that, at all times and in dealing with any matter, we must employ the Marxist method of dialectical analysis rather than the bourgeois metaphysical approach. We should see both our achievements and our shortcomings and errors; we should recognize both favorable conditions and difficult ones. Failure to do so would be highly detrimental to our cause. Our comrades and the people must never become complacent, self-satisfied, or conceited; they should always remain modest and prudent, and seek truth from facts. With regard to foreign countries, we must never adopt a big-power chauvinist attitude. We must respect other nations’ sovereignty and territorial integrity, never interfere in their internal affairs, and always maintain relations on an equal footing. As for fraternal parties, we must uphold proletarian internationalism, adhere to the principle of equality between large and small parties, and follow the principle of reaching consensus through consultation; we must never impose our own views upon others. We firmly believe that under the leadership of the Communist Party of China and armed with Mao Zedong Thought, the people of all ethnic groups in our country can not only triumph over all natural disasters but also defeat the restorationist activities of capitalism and feudalism, as well as any attacks by domestic and foreign enemies. Notes [ ] This section (I) and (II) constitute Mao Zedong’s annotations and revisions to the speech delivered by Peng Zhen, member of the Political Bureau of the CPC Central Committee and Mayor of Beijing, at the ceremony celebrating the 15th anniversary of the founding of the People’s Republic of China (draft dated September 26, 1964). The text typeset in Song typeface represents additions and alterations made by Mao himself; (III) is an annotation on the revised version of Peng Zhen’s speech as per Mao’s instructions. On the night of September 29, Peng Zhen wrote to Mao in connection with submitting his speech for approval: “Chairman: I have revised it in accordance with your instructions. Please review it. Liu, Zhou, and Deng all concur with your views.” This speech was published in the October 2, 1964 issue of People’s Daily. [2] Liu refers to Liu Shaoqi. Zhou refers to Zhou Enlai.

Her name is Wang Haiyong; she is a young woman of great ambition, granddaughter of People’s Representative Wang Jifan and my own granddaughter. If you wish to speak with her, you may ask my secretary, Xu Yefu, to bring her to you. Notes [1] Wang Haiyong, who was studying English at the Beijing Foreign Languages Institute, wrote to Mao Zedong on September 28, 1964, voicing her opinions on the institute’s teaching reforms: “There are still quite a number of deviations and certain problems in some specific practices or measures of the reform. I believe that if these are not corrected promptly, they will affect students’ comprehensive grasp of knowledge.” [ ] This section (I) was written on the envelope of Wang Haiyong’s letter; section (II) was inscribed on the first page of the letter; and section (III) was added beside the passage on the second page that highlighted the issues in the foreign language institute’s teaching reforms. [ ] Lu Dingyi was then a Secretary of the Secretariat of the CPC Central Committee and Minister of the Publicity Department of the CPC Central Committee.
