Comrade Todor Zhivkov, First Secretary of the Central Committee of the Bulgarian Communist Party and Chairman of the Council of Ministers of the People’s Republic of Bulgaria;

Comrade Georgi Traykov, Chairman of the Presidium of the National Assembly of the People’s Republic of Bulgaria:

On the occasion of the twentieth anniversary of the socialist revolution in Bulgaria, we extend our warmest congratulations to you and to the fraternal people of Bulgaria. We congratulate the Bulgarian people on their achievements in the cause of socialist construction.

A profound friendship exists between the peoples of China and Bulgaria. To safeguard and strengthen this friendship not only fully accords with the common aspirations of our two peoples, but also serves to enhance the unity of the socialist camp. The Chinese people will, as always, on the basis of Marxism-Leninism and proletarian internationalism, and in accordance with the revolutionary principles set forth in the 1957 Declaration and the 1960 Statement, continue to strive for the consolidation of the friendship and solidarity between our two peoples, for the strengthening of the socialist camp, and for the struggle against the imperialists’ policies of aggression and war, and for the defense of world peace.

We wish the Bulgarian people new successes in the building of their homeland. May the fraternal friendship between the peoples of China and Bulgaria be further consolidated and developed.

Mao Zedong, Chairman of the Central Committee of the Communist Party of China
Liu Shaoqi, President of the People’s Republic of China
