Telegram of Congratulations from Mao Zedong et al. on the Twentieth Anniversary of Romania’s Liberation (August 22, 1964) To Comrade Gheorghe Gheorghiu-Dej, First Secretary of the Central Committee of the Romanian Workers’ Party and Chairman of the State Council of the People’s Republic of Romania, and to Comrade Ion G. Maurel, Chairman of the Council of Ministers of the People’s Republic of Romania: On the occasion of the twentieth anniversary of Romania’s liberation, on behalf of the Chinese people, the Communist Party of China, and the Government of the People’s Republic of China, we extend our warmest congratulations to the Romanian people, the Romanian Workers’ Party, and the Government of the People’s Republic of Romania. August 23 is a glorious festival for the Romanian people. Twenty years ago, under the leadership of the Romanian Communist Party headed by Comrade Gheorghiu-Dej, the Romanian people rose up in armed insurrection, bravely overthrowing the reactionary rule of Antonescu and laying a victorious foundation for the establishment of a people’s democratic regime, thus opening a new chapter in the history of the Romanian nation. Over the past twenty years, the industrious and wise Romanian people, united under the leadership of the Romanian Workers’ Party headed by Comrade Gheorghiu-Dej and the Government of the People’s Republic of Romania, have worked diligently, relying primarily on their own strength and national resources, and have achieved great successes in the cause of socialist construction. Today, the Romanian people are confidently striving to implement the Six-Year Plan for the Development of the National Economy and to secure further vigorous growth of the national economy. The Chinese people take sincere pleasure in the achievements attained by our fraternal Romanian comrades and wholeheartedly wish them continued new victories in the socialist construction endeavor. The People’s Republic of Romania has consistently pursued a policy of peace in its foreign relations and has made unremitting efforts to safeguard peace in Europe and throughout the world. Guided by the principles governing relations among fraternal parties and fraternal states as set forth in the 1957 Declaration and the 1960 Statement, the Romanian Workers’ Party and the Government of the People’s Republic of Romania have steadily developed mutually beneficial cooperative ties with other socialist countries, thereby making positive contributions to the consolidation of unity within the socialist camp and the international communist movement. Over a long period of joint struggle in revolution and in building socialism, the peoples of China and Romania have forged a profound friendship. We are gratified to note that this friendship, founded on Marxism-Leninism and proletarian internationalism, continues to grow stronger, and that, on the basis of mutual respect for independence and sovereignty, equality, mutual benefit, and mutual cooperation, friendly relations between our two countries in the economic, cultural, scientific, and technological fields are constantly being enhanced. Such development not only fully serves the common interests of our two peoples but also helps to strengthen the unity and power of the socialist camp. We are firmly convinced that the fraternal friendship between the Chinese and Romanian peoples will be further consolidated and developed in the future as we continue our common struggle for world peace, national liberation, people’s democracy, and socialism. May the fraternal friendship between the Chinese and Romanian peoples endure forever.
