(August 14, 1964)
To Comrade Kim Il Sung, Chairman of the Central Committee of the Workers’ Party of Korea and Premier of the Cabinet of the Democratic People’s Republic of Korea,
and to Comrade Choe Yong Geon, President of the Presidium of the Supreme People’s Assembly of the Democratic People’s Republic of Korea:
On the occasion of the nineteenth anniversary of Korea’s liberation, on behalf of the Communist Party of China, the Government of the People’s Republic of China, and the Chinese people, we extend our warmest fraternal congratulations to the Workers’ Party of Korea, the Government of the Democratic People’s Republic of Korea, and the Korean people.

Through a long and arduous armed struggle, the heroic Korean people finally overthrew the colonial rule of Japanese imperialism, ushering in a new era in Korean history. Over the past nineteen years, under the wise leadership of the Workers’ Party of Korea headed by Comrade Kim Il Sung, the Korean people have carried forward their glorious revolutionary traditions and upheld the correct Marxist-Leninist revolutionary line. They not only achieved a historic and great victory in the war against U.S. imperialist aggression but also set a shining example of self-reliance in socialist construction. The Democratic People’s Republic of Korea has consistently pursued a sound foreign policy, greatly enhancing its international prestige.

The Korean people’s courageous struggle and tremendous achievements have provided powerful support for China’s socialist construction and have supported and inspired the struggles of oppressed nations and peoples worldwide for independence and liberation. The Chinese people are delighted by every success attained by our brotherly Korean people and sincerely wish them even greater victories in their future endeavors to build socialism and to strive for the peaceful reunification of their homeland.

The Chinese people highly value the ever-strengthening and developing great solidarity and combat friendship between China and North Korea. The Chinese people will forever stand closely united with the brotherly Korean people, holding high the banner of Marxism-Leninism and proletarian internationalism, resolutely opposing imperialism and modern revisionism, and jointly striving for new victories in the cause of world peace, national liberation, people’s democracy, and socialism.
