Luo Ruiqing was then Secretary-General of the CPC Central Military Commission and Chief of the General Staff of the People’s Liberation Army.
Yang Chengwu was then Deputy Chief of the General Staff of the People’s Liberation Army.

Refers to a report dated April 25, 1964, from the Operations Department of the PLA General Staff Headquarters on how to safeguard national economic construction against enemy surprise attacks. On May 9, Yang Chengwu forwarded this report to Luo Ruiqing and other leaders of the Central Military Commission, who in turn submitted it to Mao Zedong, Liu Shaoqi, Zhou Enlai, Deng Xiaoping, and Peng Zhen.

In their report of August 19, 1964, to Mao Zedong and the CPC Central Committee, Vice Premiers Li Fuchun and Bo Yibo, together with Luo Ruiqing, proposed that the State Council’s special task force consist of thirteen members: Li Fuchun, Li Xiannian, Tan Zhenlin, Bo Yibo, Luo Ruiqing, Xie Fuzhi, Yang Chengwu, Zhang Jichun, Zhao Erlu, Cheng Zihua, Gu Mu, Han Guang, and Zhou Rongxin. Li Fuchun would serve as the team leader, with Bo Yibo and Luo Ruiqing as deputy leaders.
