This refers to the report dated July 17, 1964, from Liu Yalou, Commander of the Air Force of the Chinese People's Liberation Army, Xu Shenji, Political Commissar, and Wang Huiqiu, Deputy Commander, to Luo Ruiqing, Chief of the General Staff of the Chinese People's Liberation Army, with copies to Lin Biao, Vice Chairman of the Central Military Commission, and the Central Military Commission, concerning the shooting down of another enemy U-2 aircraft. After detailing the circumstances of the Air Force's downing of the enemy U-2 aircraft over Zhangzhou on July 7, the report summarized several new characteristics and new experiences of this engagement, as well as a series of effective measures taken in close cooperation among the Party, government, military, and civilians across the military, political, and technical spheres.
