**Comments on the Summary of Two Conversations Between Lin Biao〔1〕 and Yang Chengwu〔2〕 and Others**

This document〔4〕 has been reviewed. Plan to invite the Premier, Peng Zhen, He Long〔〕, Ruiqing, Yang Chengwu, Ye Jianying, Nie Rongzhen, Chen Yi, and Wu Xiuquan〔〕, nine comrades in total, for a special discussion on military issues on the 16th or 17th.

〔4〕 Refers to the summary of conversations Lin Biao had with Yang Chengwu and others on July 10 and 12, 1964, forwarded by Luo Ruiqing to Mao Zedong on July 14, 1964. The conversations stated that Mao Zedong’s instructions at the Ming Tombs on June 16, etc., were put forward after careful consideration and based on the latest situation, and that we should accordingly revise our strategic guidelines and operational plans, make preparations to deal with various situations, and that all headquarters should earnestly transmit, study, and implement them, using them to completely unify our army’s strategic thinking.
〔〕 The Premier refers to Zhou Enlai. Peng Zhen was then a member of the Political Bureau of the CPC Central Committee and Secretary of the Secretariat of the CPC Central Committee. He Long was then Vice Chairman of the Central Military Commission of the CPC Central Committee and Vice Premier of the State Council.
〔〕 Ye Jianying was then Vice Chairman of the National Defense Council and President and Political Commissar of the Academy of Military Sciences of the People’s Liberation Army. Nie Rongzhen and Chen Yi were both then Vice Chairmen of the National Defense Council and Vice Premiers of the State Council. Wu Xiuquan was then Vice Minister of the International Liaison Department of the CPC Central Committee.
