This comment was written on a letter from the General Office of the Beijing Municipal Committee of the Communist Party of China to the General Office of the Central Committee dated April 9, 1964. The letter stated: "The Beijing Garrison Command has proposed that, as this year marks the 15th anniversary of the founding of the nation, the militia contingent participating in the National Day parade should carry a placard bearing the five large characters 'Capital Militia Division' at the front. They wish to request that Chairman Mao personally write these five characters. We are unsure whether this can be arranged and hope for assistance in resolving this matter."
