The Chairman read the report on page two of the July 4 issue of the People’s Daily about the Yiduhe Party Branch cultivating young cadres, and on that day issued the following instructions:

Comrade ×××: The practice of the Yiduhe Branch in Huairou County of promoting new forces is likely being followed in various provinces. We should conduct extensive interviews and reprint such stories, aiming within a few years to have reports on this topic in every county, every commune, and every factory, school, and government organ. However, these must be genuine and exemplary cases. A small amount of negative material—examples of stagnation and self-imposed isolation—should also be published. On this matter, the newspaper and the news agency should hold discussions and coordinate with the provinces, municipalities, and autonomous regions, urging them to take similar action.
