Comrade Wu Lengxi:

The practice of the Yiduhe branch in Huairou County of promoting new forces may exist in every province. It should be widely covered and reprinted, ensuring that within a few years every county, every commune, every factory, school, and institution has reports on this—but they must be authentic and typical. Some negative material on self-complacency and stagnation should also be published. This issue should be discussed by the newspaper and the news agency. They should also contact the provinces, municipalities, and regions and ask them to do the same.

Refers to the report on the second page of *Renmin Ribao* on July 4, 1964, about the Yiduhe Party branch in Huairou County, Beijing, promoting new forces. The report stated that over the past few years, the branch had successively promoted 17 cadres under the age of 30, assigning them to positions such as deputy branch secretary, deputy brigade leader, brigade accountant, and League branch secretary. Veteran cadres consistently paid attention to educating them, setting strict demands, and helping them continuously improve.
