You should make up your mind to stay at a selected grassroots unit in the rural areas of Beijing or the outskirts of Tianjin during the period from this winter to next spring, for at least five months. You may occasionally take time off to return and handle work at home. Draw a group of people from Xinhua News Agency and the People’s Daily to form a work team together with local cadres, take charge of the worst people’s commune, carry the work through to the end, and thereafter make it a point of regular contact for you. You should also participate in the urban Five-Antis during one winter-spring period. On no account should you give up the opportunity to take part in this great revolution.

The speech pointed out that the batch of “Four Clean-ups” to be carried out from this winter to next spring constitutes the first great decisive battle of the “Four Clean-ups” in North China and is the crucial fight for doing well in the subsequent “Four Clean-ups.” Cadres staying at grassroots units and participating in the “Four Clean-ups” movement should be earnestly implemented in all trades and professions. It would be a great pity to miss the opportunity to take part in this revolutionary struggle. Cadres on the cultural and educational, financial and trade, and industrial and communications fronts, in addition to participating in the “Five-Antis,” should all go down to the countryside in a planned way to take part in the “Four Clean-ups.” It is best to go through one full term, staying at a grassroots unit for five to six months. If our younger generation does not go down to the countryside, does not understand the rural areas, and does not know how to carry out the socialist education movement in the countryside, communism cannot be achieved. Therefore, all urban organs, schools, enterprises, institutions, and organizations must make thorough plans to integrate the “Five-Antis,” production, and participation in the “Four Clean-ups” in a unified arrangement.
