**Note**
〔1〕 This annotation was written on the letter sent by Kang Sheng (alternate member of the Political Bureau of the CPC Central Committee and secretary of the Central Secretariat) and Wu Lengxi (director of the Xinhua News Agency and editor-in-chief of *Renmin Ribao*) to Mao Zedong on April 25, 1964, submitting the draft editor’s note of *Renmin Ribao* for review. This editor’s note was written for the publication of the anti-China report of the February Plenum of the CPSU Central Committee, titled *On the Struggle of the CPSU for the Unity of the International Communist Movement*. The note was published in *Renmin Ribao* twice, on April 27 and 28, 1964. On the 27th, the full text of the anti-China report of the February Plenum of the CPSU Central Committee, the anti-China resolution of the February Plenum of the CPSU Central Committee, and the anti-China editorial of the Soviet newspaper *Pravda* dated April 3 were published beneath the note. On the 28th, Khrushchev’s recent anti-China statements were published beneath the note. The editor’s note of *Renmin Ribao* concluded with the statement: “All these anti-China documents, speeches, and articles published by the CPSU leadership, as well as all anti-China documents, speeches, and articles published before and after this, will be answered in turn after we have completed our replies to the open letter of the CPSU Central Committee.”
