Comment on the Briefing Reports [1]

To be read by Wang Dongxing and Lin Ke [2], then sent to Jiang Qing; after Jiang Qing has read it, send to Shaoqi, Enlai, Xiaoping, Peng Zhen, and Dingyi [3] for reading, then return to Mao.

These are a batch of excellent materials [4], easy to read, containing many unheard-of situations, and reading them is of great benefit. This issue should be discussed at the May Conference [1].

[2] Wang Dongxing was then Vice Minister of Public Security and Director of the Guard Bureau of the General Office of the CPC Central Committee. Lin Ke was then working in Mao Zedong's office.
[3] Shaoqi refers to Liu Shaoqi. Enlai refers to Zhou Enlai. Xiaoping refers to Deng Xiaoping, who was then General Secretary of the CPC Central Committee. Peng Zhen was then a member of the Political Bureau of the CPC Central Committee and a Secretary of the Secretariat of the CPC Central Committee. Dingyi refers to Lu Dingyi, who was then a Secretary of the Secretariat of the CPC Central Committee and Head of the Propaganda Department of the CPC Central Committee.

The first issue covered the composition of the congress delegates and their feelings, attitudes, and demands regarding participation. The second issue contained initial reactions to the report delivered by Zhang Pinghua, First Secretary of the Hunan Provincial Party Committee. The third issue covered the situation of group discussions on the issue of class line in five regions. The fourth and fifth issues covered the profound and vivid class education received by delegates from various regions during visits to the Socialist Class Education Exhibition. The sixth issue covered the situation of focused group discussions on the issue of the Party and the poor and lower-middle peasants relying on each other. The seventh issue was a continuation of reactions to visits to the Socialist Class Education Exhibition. The eighth issue was a speech delivered by Huang Shigui, a delegate from the Chetou Brigade of Meitian Commune in Yizhang County, at a small group meeting on how to boost the morale of the poor and lower-middle peasants.

[1] The CPC Central Committee held a working conference in Beijing from May 15 to June 17, 1964. The conference discussed agricultural planning and rural work, the Third Five-Year Plan, and political work issues. In addition, it also discussed issues such as opposing revisionism and preventing revisionism, training successors, and the two systems of labor and two systems of education.
