To Comrade János Kádár, First Secretary of the Central Committee of the Hungarian Socialist Workers’ Party and Prime Minister of the Hungarian People’s Republic’s Worker-Peasant Revolutionary Government; and to Comrade István Dobi, Chairman of the Presidium of the Hungarian People’s Republic:


On the occasion of the nineteenth anniversary of Hungary’s liberation, on behalf of the Chinese people, the Communist Party of China, and the Chinese government, we extend our warmest congratulations to the Hungarian people, the Hungarian Socialist Workers’ Party, and the Hungarian Worker-Peasant Revolutionary Government.


Over many years of shared revolutionary struggle, the peoples of China and Hungary have forged a deep friendship. Maintaining and strengthening this friendship is the common aspiration of both nations. We firmly believe that, based on Marxism-Leninism and proletarian internationalism, and guided by the revolutionary principles set forth in the 1957 Declaration and the 1960 Statement, continuously enhancing the friendship and solidarity between the Chinese and Hungarian peoples not only fully aligns with the fundamental interests of our two peoples but also contributes to
