This comment is written on a document of the Central Committee’s Liaison Department of the Chinese Communist Party, which carried the letter sent by the Central Committee of the CPSU to the Central Committee of the Indonesian Communist Party on February 12, 1964. The letter stated that the Central Committee of the CPSU had sent a letter to the Central Committee of the CPC on November 29, 1963, urgently appealing for a cessation of the open polemics. However, in recent months, the Chinese leaders have further launched an extensive campaign against the line of the international communist movement and the fraternal relations among socialist countries. Their newspapers and journals daily publish articles carrying base and vulgar slanders against fraternal parties, first and foremost against the CPSU, and use various organizations to distribute these articles throughout the world and broadcast them in various foreign languages.
The articles published in *Renmin Ribao* and the journal *Hongqi* on February 4 reached a climax. For this reason, the Central Committee of the CPSU has decided to discuss at this plenary session of the Central Committee the splitting activities of the Chinese leaders within the communist movement, and the report and materials of the plenum on this question will be made public. We consider it necessary to launch a struggle against the great-power chauvinist and Trotskyist views of the Chinese leaders, as well as their subversive and splitting activities.
It is the international duty of the Central Committee of the CPSU to resolutely oppose the splitting activities of Beijing.
