This document should be distributed as follows: one copy each to all vice ministers and ministers of the Central Publicity Department, all vice ministers and ministers of the Central Education Commission, and all directors and bureau chiefs; one copy each to the principal officials of the Beijing Municipal Party Committee and the Municipal People’s Committee, as well as to comrades responsible for educational work; and three copies to the Central authorities. They are requested to conduct investigations and studies in light of its contents. At present, school curricula are overly heavy, placing excessive pressure on students. Teaching methods are also often inadequate, and examination practices treat students as adversaries, with surprise tests frequently administered. These three issues all hinder the vigorous, dynamic, and self-motivated development of young people in moral, intellectual, and physical respects.
