Comrades Xiao Hua, Xu Zirong[1]:

This document[2] is worthy of attention. Please study whether there are people planted by Soviet revisionism in our country's military, public security forces, government organs, and in society. As for whether the Jiang bandit gang has its planted people, that is even more worthy of attention. If Comrade Xie Fuzhi[3] has not gone out, this document should be shown to him.

[1] Xiao Hua was then Deputy Director of the General Political Department of the Chinese People's Liberation Army. Xu Zirong was then Vice Minister of Public Security.

[2] Refers to the "Briefing on a Treason Case Uncovered in Albania" printed and distributed by the Intelligence Department of the General Staff of the Chinese People's Liberation Army on January 27, 1964. The briefing stated: In August 1963, Albania uncovered a treason case, the members of which included a professor, a lieutenant colonel and a captain from the Ministry of Defense, an actor, as well as engineers, technicians, etc., eight people in total. It is reported that the mission of this treasonous clique was to provide intelligence to the Soviet Union and assassinate leaders.
