Bo Yibo, Alternate Member of the Political Bureau of the CPC Central Committee, Vice Premier of the State Council, and Director of the State Economic Commission, in his report to Mao Zedong on December 19, 1963, regarding the situation of the industrial and transportation sectors learning from the political work experience of the People's Liberation Army, stated that, based on your instruction of December 11, a preliminary inspection had been conducted on the situation of the various industrial and transportation ministries of the State Council grasping ideological and political work. The situation can be basically divided into two categories: one category is that they have earnestly grasped it and have indeed grasped it. The Ministry of Petroleum Industry is like this. The other category is that they have grasped it to some extent, but not frequently enough, not systematically enough, and have not yet found a set of methods suitable for the situation of their own departments, so the achievements are not great. The reason why the ideological and political work of the Ministry of Petroleum Industry has been grasped relatively well is that they have been able to combine the specific situation of the petroleum industry and successfully apply the complete set of political work experience of the People's Liberation Army. Their experience is concentrated on one point, that is, putting the work of making people good and revolutionizing people in the first place, correctly handling the relationship between people and people, and between people and things, doing ideological work in the production process, in scientific experiments, and in daily life, ensuring the correct implementation of the Party's line, principles, and policies, and promoting the development of production. In order to implement the instructions for the industrial and transportation sectors to learn from the People's Liberation Army, we are prepared to take the following measures:

(1) All industrial and transportation ministries must learn from the political work experience of the People's Liberation Army and rearm all employees with Mao Zedong Thought and revolutionary spirit. All industrial departments must follow the example of the People's Liberation Army and establish a political work system from the ministry to the enterprise.

(2) Draft a regulation (draft) on ideological and political work in the industrial and transportation sectors.

(3) Select outstanding leading cadres from enterprises under the central industrial and transportation departments to study political work experience in political academies or the military. (4) At present, first transfer 300 to 500 cadres familiar with political work from the military to serve in the central industrial and transportation ministries and important enterprises to carry out political work.

(5) After the central industrial and transportation ministries have established a political work system, it seems necessary to establish an organization under the direct leadership of the central government to uniformly manage the political work of the industrial and transportation sectors.
