To Comrade Kim Il-sung,
Chairman of the Central Committee of the Workers’ Party of Korea and Premier of the Cabinet of the Democratic People’s Republic of Korea,

And to Comrade Choe Yong-geon,
Chairman of the Presidium of the Supreme People’s Assembly of the Democratic People’s Republic of Korea:

On the occasion of the tenth anniversary of the signing of the Sino–Korean Agreement on Economic and Cultural Cooperation, on behalf of the Chinese people, the Communist Party of China, and the Government of the People’s Republic of China, we extend our warmest congratulations to you and, through you, to the fraternal Korean people, the Workers’ Party of Korea, and the Government of the Democratic People’s Republic of Korea.

Over the past decade, our two countries have, on the basis of friendship, mutual assistance, and equality and mutual benefit, comprehensively and rapidly developed their economic and technical cooperative relations and vigorously promoted cultural exchanges. This proletarian internationalist relationship of friendship and cooperation has not only further strengthened the combat friendship and great unity forged in blood between the peoples of China and Korea, and has promoted the common prosperity and upsurge of socialist construction in both countries, but has also made a significant contribution to bolstering the strength of the socialist camp and advancing the cause of human progress.

At present, the peoples of China and Korea are, in a spirit of vigorous self-improvement and self-reliance, engaged in devoted labor to realize the grand undertaking of building socialism. The peoples of our two countries stand closely together in resolute struggle against the war and aggression policies of U.S. imperialism, in defense of peace in Asia and throughout the world; and in opposition to modern revisionism and dogmatism, to safeguard Marxism-Leninism. The Chinese people take sincere pleasure in the tremendous achievements attained by the Korean people on all fronts. We are firmly convinced that, as our common cause continues to develop, the time-tested fraternal friendship and cooperative relations of mutual assistance between China and Korea will be continuously consolidated and strengthened.

Chairman of the Central Committee of the Communist Party of China

Liu Shaoqi,
President of the People’s Republic of China

Zhu De,
