Telegram from Mao Zedong and Others Congratulating on the Forty-Sixth Anniversary of the October Socialist Revolution (November 6, 1963) Comrade Nikita S. Khrushchev, First Secretary of the Central Committee of the Communist Party of the Soviet Union and Chairman of the Council of Ministers of the USSR, and Comrade Leonid I. Brezhnev, Chairman of the Presidium of the Supreme Soviet of the USSR: On the occasion of the forty-sixth anniversary of the Great October Socialist Revolution, on behalf of the Chinese people, the Communist Party of China, and the Government of the People’s Republic of China, we extend our warmest congratulations to you and, through you, to the fraternal Soviet people, the Communist Party of the Soviet Union, and the Government of the USSR. Forty-six years ago, under the leadership of the great Lenin and the glorious Bolshevik Party, the Russian proletariat and working people launched an armed uprising, overthrew the rule of the bourgeoisie and landlords, and established the first socialist state. The Great October Socialist Revolution fundamentally shook imperialist domination and opened up a broad avenue for the complete liberation of the proletariat, oppressed peoples, and oppressed nations throughout the world. Following the victory of the October Socialist Revolution, the great Communist Party of the Soviet Union and

the Soviet people continued to hold high the banner of the October Revolution, waging heroic, tenacious, and arduous struggles that utterly crushed the combined offensive of international imperialism and domestic counterrevolutionary forces, consolidated and strengthened the dictatorship of the proletariat, carried out socialist construction, and achieved socialist industrialization and agricultural collectivization. During World War II, the valiant Soviet people, under the leadership of the Communist Party of the Soviet Union, defeated the frenzied aggression of German fascism and won the Great Patriotic War, making a tremendous contribution to the revolutionary and progressive causes of the peoples of the world. After the war, the Soviet people, with great enthusiasm for labor, swiftly healed the wounds of war and made remarkable achievements in the grand undertaking of building their homeland. The Chinese people are sincerely delighted by the accomplishments of the fraternal Soviet people. The Chinese people have always steadfastly upheld the friendship and unity between the Chinese and Soviet peoples. We firmly believe that this great friendship is eternal, unbreakable, and capable of standing any test. The Chinese people will forever stand together with the fraternal Soviet people, on the basis of Marxism-Leninism and proletarian internationalism, and in accordance with the revolutionary principles set forth in the 1957 Declaration and the 1960 Statement, to safeguard and strengthen the unity of the two peoples, to maintain and reinforce the solidarity of the socialist camp and the international communist movement, and to jointly strive for the victory of world peace, national liberation, people’s democracy, and the socialist cause. May the great Soviet people achieve new successes in their endeavor to create a bright future! May the friendship between the Chinese and Soviet peoples continue to grow and flourish for all time.
