This commentary was penned on a report submitted to Mao Zedong on October 30, 1963, by Kang Sheng, alternate member of the CPC Central Committee Political Bureau and secretary of the CPC Central Secretariat, together with Qiao Guanhua, assistant foreign minister, regarding the article “The Truth About the Soviet Communist Party’s Leadership in Forming an Anti-China Alliance with India” for review by the People’s Daily editorial department. The article was published in the People’s Daily on November 2, 1963.

To His Excellency Hamdi Ben Alla, Speaker of the National Assembly of the People’s Democratic Republic of Algeria:

On the occasion of the ninth anniversary of the Algerian Revolution, on behalf of the Chinese people and the Government of the People’s Republic of China, as well as in our own names, we extend our warmest congratulations to you, to the Algerian people, and to the Government of the People’s Democratic Republic of Algeria.

Through more than seven years of armed struggle, the Algerian people have won national independence, an event of great historical significance in the contemporary national liberation movement. Since independence, under the leadership of President Ahmed Ben Bella, the heroic Algerian people have continued to advance their revolutionary cause victoriously, achieving remarkable successes in eradicating colonial forces, safeguarding national independence, developing the national economy and culture, and making important contributions to supporting the liberation struggles of the African peoples and to defending world peace. The Chinese people are deeply gratified by these achievements.

In their common struggle against imperialism and colonialism, the peoples of China and Algeria have forged a profound and steadfast friendship. Since the establishment of the People’s Democratic Republic of Algeria, the friendly cooperative relations between our two countries have enjoyed further encouraging development. The Chinese people have always regarded the Algerian people’s revolutionary struggle and victories as strong support for China’s own revolution and construction endeavors. The Algerian people may rest assured that, in upholding independence, building the nation, and advancing the revolution, the Chinese people will forever be their most reliable friends.

We wish the People’s Democratic Republic of Algeria prosperity and flourishing. May the friendship between the peoples of China and Algeria endure through the ages.
