Comrade Wang Enmao: Please remain for one more day today (the 28th) and return to Xinjiang tomorrow (the 29th). This afternoon, I would like to have a meeting with Comrades Wang Enmao, Luo Ruiqing, He Long, Xiao Hua, Xie Fuzhi¹²¹, Premier Zhou, Zhu De, Chen Yi, and Yang Chengwu¹³¹—a total of nine comrades—to discuss the struggle against revisionism in Xinjiang and military preparedness.

[I] Wang Enmao was then First Secretary of the CPC Xinjiang Uygur Autonomous Region Committee and Political Commissar of the Xinjiang Military Region.

Luo Ruiqing was then a member of the Standing Committee and Secretary-General of the CPC Central Military Commission, Chief of the General Staff of the People’s Liberation Army, and Vice Premier of the State Council. He Long was then Vice Chairman of the CPC Central Military Commission and Vice Premier of the State Council. Xiao Hua was then a member and Deputy Secretary-General of the CPC Central Military Commission, as well as Deputy Director of the PLA General Political Department. Xie Fuzhi was then Minister of Public Security.

Chen Yi was then Vice Chairman of the CPC Central Military Commission, Vice Premier of the State Council, and Minister of Foreign Affairs. Yang Chengwu was then Deputy Chief of the General Staff of the People’s Liberation Army.

In 1963, Mao Zedong met with Baohuan, Chairman of the Xinjiang Uygur Autonomous Region and Vice Chairman of the National Committee of the Chinese People’s Political Consultative Conference.
