Bucharest

Comrade G. Gheorghiu-Dej, First Secretary of the Central Committee of the Romanian Workers' Party and President of the State Council of the Romanian People's Republic,

Comrade Ion Gheorghe Maurer, President of the Council of Ministers of the Romanian People's Republic:

On the occasion of the 19th anniversary of the liberation of Romania, we extend, on behalf of the Chinese people, the Chinese Communist Party, and the Government of the People's Republic of China, warm congratulations to the Romanian people, the Romanian Workers' Party, and the Government of the Romanian People's Republic.

Over the past year, the fraternal Romanian people, under the leadership of the Romanian Workers' Party and the Government of the Romanian People's Republic headed by Comrade Gheorghiu-Dej, have united and struggled, achieving significant successes in building socialism and striving to fulfill the Six-Year Plan for the national economy, and have made unremitting efforts in safeguarding peace in Europe and the world. The Chinese people feel heartfelt joy over this.

China and Romania are fraternal socialist states. Over the past year, our two countries, adhering to the principles of mutual respect for independence and sovereignty, equality and mutual benefit, and mutual assistance and cooperation, have seen sound development in friendly cooperation in economic, cultural, scientific, and technological fields. This development conforms to the common aspirations of the two peoples, serves the common interests of socialist construction in both countries, and is conducive to strengthening the unity and power of the socialist camp. The Chinese people have always cherished their friendship with the Romanian people and believe that, through the efforts of both sides, the profound friendship between the Chinese and Romanian peoples will be further consolidated and developed on the basis of Marxism-Leninism and proletarian internationalism, and on the basis of the 1957 Moscow Declaration and the 1960 Moscow Statement.

We wish the Romanian people new and greater achievements in their struggle to build socialism, safeguard world peace, and promote the cause of human progress. May the fraternal friendship between the Chinese and Romanian peoples endure forever.

Liu Shaoqi, President of the People's Republic of China
