Merely reading them aloud is not enough. It seems they should be printed and distributed, one copy for every few cadres at Grade 17 and above (for example, one copy for every three or five persons), so that they can discuss and study them. After three months, all copies are to be retrieved. Please consider and decide.

This comment was written on a request-for-instructions report submitted by Kang Sheng, Secretary of the Secretariat of the CPC Central Committee, and forwarded by Deng Xiaoping, General Secretary of the CPC Central Committee. The report stated that many work units were requesting to be informed of the circumstances of the Sino-Soviet talks. This request was entirely understandable. It was proposed that the minutes of the nine talks between the two parties be read once among Party cadres at Grade 17 and above. This would be beneficial for the education of Party cadres against revisionism.
