[2] Refers to the examples cited in the editor’s note of the open letter dated July 14, 1963, from the Central Committee of the Communist Party of the Soviet Union to party organizations at all levels and to all Communist Party members of the USSR, which employ tactics of distorting facts and reversing right and wrong to fabricate attacks against the leaders of the Chinese Communist Party. For example, with regard to the issue of nuclear war, it is claimed that the leaders of the CPC would not hesitate to trigger a global nuclear conflagration, sacrificing hundreds of millions of lives, in order to achieve socialism; concerning the assessment of the 20th Congress of the CPSU, it is alleged that the Chinese leadership has made a complete about-face; and as for the expansion of ideological differences into the realm of state-to-state relations, the reduction in Sino-Soviet economic and trade ties, which was actually brought about by the Soviet side, is instead blamed on the Chinese side.
