It is imperative that work teams with strong political standing arrive at the localities before distribution to the branches may proceed, from within to without, with universal reading and proclamation. Otherwise, under no circumstances should it be distributed.

[1] This instruction was written on a request report by Yang Shuqing, Deputy Secretary-General of the Hunan Provincial Committee of the Chinese Communist Party and concurrently Deputy Director of the General Office of the Provincial Committee, suggesting that *The Decision of the Central Committee of the Chinese Communist Party on Certain Problems in Current Rural Work (Draft)* (i.e., the "First Ten Articles") be widely distributed to rural Party branches. Before being submitted to Mao Zedong for review, Liu Shaoqi, Zhou Enlai, and Tan Zhenlin had already reviewed it.
