Commentary on the Request to Circulate Widely to Rural Party Branches the “Decision of the CPC Central Committee on Several Questions in Current Rural Work (Draft)” [1] (July 5, 1963) Liu and Zhou [2] should review it again.
Return it to Tan Zhenlin [3] for handling.
Only when politically strong working teams have arrived in the localities may it be distributed to the branches for widespread reading from within outward; otherwise, under no circumstances should it be circulated.

Notes [1] This commentary was written on a report submitted by Yang Shuqing, Deputy Secretary-General of the Hunan Provincial Committee of the CPC and concurrently Deputy Director of the Provincial Committee General Office, recommending that the “Decision of the CPC Central Committee on Several Questions in Current Rural Work (Draft)” (i.e., the “Ten Points”) be widely disseminated to rural party branches.
Before being forwarded to Mao Zedong for his review, the document had already been read by Liu Shaoqi, Zhou Enlai, and Tan Zhenlin. [2] Liu refers to Liu Shaoqi.
Zhou refers to Zhou Enlai. [3] Tan Zhenlin was at that time a member of the Political Bureau of the CPC Central Committee and a secretary of the Secretariat of the CPC Central Committee.
