Refers to the Statement of the Central Committee of the Communist Party of China on July 1, 1963. The statement said that the Central Committee of the CPC had decided to form a CPC delegation headed by General Secretary Deng Xiaoping to attend the talks between the Chinese and Soviet Communist Parties to be held in Moscow on July 5. The statement also set forth requirements for the CPC delegation and expressed the hope that the talks between the two Parties would achieve positive results. This statement was published in Renmin Ribao on July 1, 1963.

This instruction was written on a letter from Kang Sheng (alternate member of the Political Bureau of the CPC Central Committee and secretary of the Secretariat of the CPC Central Committee) to Mao Zedong dated June 30, 1963. The letter stated that the full text of Khrushchev's report had been received and translated, and the section attacking the Chinese Party was copied on a separate sheet. Deng Xiaoping said that the original draft of the CPC Central Committee statement could be finalized and should not be altered. After being passed by the Political Bureau at 8 p.m. tonight, it could be broadcast tonight and published in the newspapers tomorrow. The Khrushchev report mentioned refers to his lengthy speech delivered at the plenary session of the CPSU Central Committee held from June 18 to 21.
