These seven documents from Zhejiang Province are all very good. They
aren’t difficult to read, and I recommended sending them to all central bureaus,
provinces, prefectures, counties, and communities for the cadres to read. You
can choose two or three of them to read and explain to cadres with little literacy, so as to attract their attention and gradually deepen the understanding
of the vast number of cadres, especially the four-level cadres of the county,
community, brigade, and production team, of the great revolutionary significance of participating in productive labor. Reduce the resistance and resistance of many cadres with backward thinking. On March 23 this year, the
central government issued a model case of four-level cadres in Xiyang County,
Shanxi Province participating in production without exception, and issued a
commentary. Some comrades paid attention to this major issue, such as in
Zhejiang, and at the provincial party congress, the discussion focused on it and
specific arrangements were made, but in other places, the response has been
limited. I recommend that leading comrades at all levels make use of suitable
opportunities to hold discussions multiple times this year on the extremely
important issue of cadre participation in labor and to generalize reading the
document from Xiyang County, Shanxi. All provinces, cities, and autonomous
regions certainly have their own good examples, and some (not too many)
should be selected so cadres can learn from them. We hope that within three
years, all rural branch secretaries across the country can earnestly participate
in productive labor, and in the first year, one-third of the branch secretaries
can participate in labor. That would be a big victory. The secretary of the city
factory branch should also be an expert in production.
Class struggle, the struggle for production and scientific experiment are
the three great revolutionary movements for building a mighty socialist coun-

try. These movements are a sure guarantee that communists will be free from
bureaucracy and immune against revisionism and dogmatism, and will forever
remain invincible. They are a reliable guarantee that the proletariat will be able
to unite with the broad working masses and realize a democratic dictatorship.
If in the absence of these movements, the landlords, rich peasants, counter-revolutionaries, bad elements and monsters of all kinds were allowed to crawl out,
while our cadres were to shut their eyes to all this and in many cases fail even to
differentiate between the enemy and ourselves but were to collaborate with the
enemy and were corrupted, divided and demoralized by him, if our cadres were
thus pulled out or the enemy were able to sneak in, and if many of our workers,
peasants and intellectuals were left defenseless against both the soft and the
hard tactics of the enemy, then it would not take long, perhaps only several
years or a decade, or several decades at most, before a counter-revolutionary
restoration on a national scale inevitably occurred, the Marxist-Leninist party
would undoubtedly become a revisionist party or fascist party, and the whole
of China would change its color. Comrades, please think it over. What a dangerous situation this would be!
Is it difficult to solve this problem? It’s not very difficult. We just have to see
the seriousness of the problem. After investigation and research, if we have collected reliable data, understood the situation, made up our minds, the policies
and methods are correct, and there are several strong political comrades who
are core leaders, then, as far as a commune is concerned, a few weeks is enough.
For a county, a few months is enough. As far as a province is concerned, it will
take about a year or two or a little more time to do a good job in different stages. Because this socialist education movement is a great revolutionary movement, it includes not only the problem of class struggle, but also the problem
of cadres participating in labor. It also includes the work of using a strict scientific attitude through experiments and learning to solve the many problems in
enterprises and plants. It seems difficult, but in fact it is not difficult to solve
as long as it is faced earnestly. This struggle is a struggle to re-educate people,
to reorganize the revolutionary class ranks, to fight sharply tit-for-tat against
the capitalist and feudal forces that are rampantly attacking us, to suppress
their counter-revolutionary bluster and bring these forces down. It is a great
movement to transform the vast majority of the middle forces into “new” men.
It is also for the participation of cadres and the masses in productive labor
and scientific experiments, to make our party a greater and more honorable
and correct party, and to make our cadres understand both politics and their

vocation: to be red and expert—not just floating on the top as an official or a
master or separated from the masses, but truly good cadres who integrate with
and are supported by the masses.
With the completion of this educational movement, a flourishing prospect
will emerge throughout the country. With such a situation among a people
making up almost a quarter of humanity, our internationalist contribution will
be still greater.
