This Decision (Draft) is to be issued all the way down to the grassroots Party organization branches in the countryside and cities. However, when the "Five Antis" campaign has not yet concluded, in the cities it shall be controlled by the provincial, municipal, and district Party committees, and this Decision (Draft) shall temporarily not be issued downward. In the countryside, it shall be controlled by the provincial, municipal, and district Party committees and issued downward in stages and by batches; in those counties, communes, and production brigades where the implementation of this campaign is temporarily not planned, it shall temporarily not be issued downward.

The notification on the "Decision (Draft) of the Central Committee of the Communist Party of China on Certain Problems in Current Rural Work," printed and distributed by the Central Committee of the Communist Party of China on May 20, 1963, states: The "Decision (Draft) of the Central Committee of the Communist Party of China on Certain Problems in Current Rural Work" and seven appendices, adopted by the Political Bureau of the Central Committee, are hereby issued to you. You are requested immediately, in accordance with the provisions of the Decision (Draft), to formulate plans, conduct pilot projects, and carry out implementation under leadership, in stages and by batches, and step by step, striving to accomplish all tasks within two to three years and to do them well. During implementation, earnestly pay attention to investigation and research, and promptly sum up experiences and report them to the Central Committee. It is planned to discuss this Decision (Draft) again at the Central Committee Work Conference in late July (or early August) and then submit it to the plenary session of the Central Committee for formal adoption. This Decision is an important document concerning several basic constructions of our Party in ideology, politics, organization, and economy. Its fundamental principles are applicable not only to the countryside but also to the cities.
