The first draft of this "Memorandum" states that the leaders of the CPSU regard the Programme of the 22nd Congress of the CPSU as the common programme of the international Communists, and that the Central Committee of the CPC deems it necessary to present its own opinions on the CPSU Programme when the two parties hold talks. The memorandum expounds opinions on the following issues: (1) On the final victory of socialism; (2) On the historical mission of the dictatorship of the proletariat; (3) On the so-called "party of the whole people"; (4) On the so-called "material incentives"; (5) On the so-called "new type of international division of labour"; (6) On the so-called "everything for man" and "humanism". This memorandum was not sent out later.
[2] The first part of this text consists of comments written by Mao Zedong on a partial handwritten copy of the "Memorandum". The second part consists of comments written by Mao Zedong on a printed copy of the "Memorandum (First Draft)" sent for review by Chen Boda on April 13, 1963.
[3] Boda, namely Chen Boda, then served as an alternate member of the Political Bureau of the CPC Central Committee, Director of the Central Political Research Office, and secretary to Mao Zedong.
